Christmas $ into wheelset
Alright here is the deal.
Long sotry short, I have a burr on my back rim and it keeps flatting all of my tubes. So I am going to get a new front and back wheelset, ( they are both old and need replacing.) So for around 140$ is there a wheelset +tires I should be looking at? I am so confused. I would like to get a nice set and am willing to spend it all, but would like to keep some if possible without sacrificing quality.

$140 for a wheel set AND tires... I'm not sure how possible that would be without going on ebay.
The cheapest tires I can see on performance are continential ultra 2000's, which are great tires, btw. They're on sale from $23 to $10 bucks each. So that's $20 for a pair + $10 shipping. Now you have $110 for a road wheel set.
Assuming you get some midrange tires at $25 a pop or $50 a pair, that's $90 left for a wheel set.
Either way, after tires, you're basically left with enough money to buy one wheel... Hopefully someone can chime in to prove me wrong.

The cheapest set of wheels from Performance would set you back over $200, and the Titans would be about $50 more.

I bought alex wheelset from my lbs for 110 dollar, 60 for the back and 50 for the front. Throw on a pair of the vittoria tires at 30 dollars on sale and you have 140. No tubes though. All you would need is a cassette and you are ready to go. I would think that 199 is about the cheepest you can get a little better wheelset for though.

blah! I bought a pair of Open Pro's with 105 hubs on Ebay for $100 shipped. They were in fantastic condition and remain true even after I put 2500 miles on them last year. I have supreme confidence in those wheels. Ebay has great tires deals as well.

Was that used or new? Sure you can get a wheelset in that range new but I said new.

I would recommend a quality used set as Geneman has suggested. Ebay is a good source for that. If you absolutely want new and need to stick to your budget, then these may work well for you:

The owner of an LBS in my neighborhood is terrific with wheels. He can fix up my twenty year old wheels to ride better than new. Rather than spend $200 for new wheels, consider having a skilled tech fix up and true your old wheels.
