My first crit race is this normal?

My first crit race is this normal?

I finally competed in my first Crit. Cat 5
"L" shape course my average speed 21.3mph - max 27.7mph (sprint)
i got laped 3 times is that normal? Or is that way fast? Is it possible that the race was full of sandbagers, because it was "The 4th of July crit"?
