Looks like a pretty low standard bike, but most likely it will get you from point A to point B.

I agree with homebrew, if that is the price range you are looking to spend you could get a much nicer used bike probably.

The fact that it doesn't provide detailed specs is a sign that it has really bad components. I would not waste my money on that bike. You should be able to find a used road bike with better components.

value yes, performance no. high grade no. it looks to be a step above the bottom rung of componentry. Of which there about 9 for shimano.

Depends on how you define value. If it's as a bike you won't care about leaving in the rain/chained up in a shady part of town/riding as someone who sees no point in spending more money on a bike, because, after all, they all get you from one point to another, then yes. If you're looking for value in terms of an entry-level bike that will grow with you as a rider as you catch the road cycling bug, then no. As you improve as a cyclist you'll undoubtedly want to upgrade to better performing components (since the most important part of this whole thing is spending more time working on the bike than on it) at which point it may be cheaper to just buy a better frame with better equipment.
