Bianchi ID help?

I've been looking on craigslist for a bike to take on some longer rides for a while in the sub ~1000$ range, and haven't really found anything. However, I did see this bike https://bianchirepartocorse60cm.shutterfly.com/ a few days ago for $700. I have been in contact with the owner, and he just had it built up two weeks ago. Does anyone have any idea which Bianchi this is? I've heard that they were just slapping on the Reparto Corse decal on and the owner couldn't give me any more identification. What is a good price for this bike?

If the seller just had it built up two weeks ago why is he selling it?

Does the seller have any idea what model the frame was? What material it is made of?

Yes at one tim in the mid to late '90s some marketing idiot decided almost every Bianchi would have a Reparto Corse sticker on it. Without more details it is hard to say whether this frame is an off the shelf bike rebuilt for some reason or if it was an RC frame.

Those pics are all I have to go off, which is why I was asking. The seller doesn't seem to know a whole lot about the bike, but is sending me a picture of the info decal on the frame later today. Once he gets back to me I'll update what I know.
