New Pearl Izumi arm warmers - silicone on outside of top "cuff"?

Notices
Road Cycling “It is by riding a bicycle that you learn the contours of a country best, since you have to sweat up the hills and coast down them. Thus you remember them as they actually are, while in a motor car only a high hill impresses you, and you have no such accurate remembrance of country you have driven through as you gain by riding a bicycle.” -- Ernest Hemingway

New Pearl Izumi arm warmers - silicone on outside of top "cuff"?

I have a set of Pearl Izumi leg warmers and arm warmers. On both of them, there is silicone on the outside of the top "cuff".

For the leg warmer, that make sense - my riding shorts have silicone on the inside of the cuff. That meant that when I put the shorts on over the leg warmers, the silicone on inside of the shorts "locks in" with the silicone on the outside of the leg warmers - the leg warmers will never slip down.

Since there is silicone on the outside of the "top" cuff of the arm warmers, it looks as though they are intended to to be used with a short-lseeved jersey that has silicone on the inside of the sleeve cuff. That way, the silicone on the inside of the sleeve cuff would "lock in" with the silicone on the outside of the arm warmer, and the arm warmer - just like the shorts and leg warmers.

But I don't seem to be able to find any short sleeved jerseys with silicone gripper on the inside of the cuff.

That means that the silicone on the outside of the arm warmer is pretty much non-functional. Just to be clear, the arm warmers have pretty clear inside and outside - with a fleece lining and labels on the inside, and company logos, etc. on the outside. So I am relatively sure I don't have the warmers inside out.

What am I missing?

It should still give your jersey something to grip on to so it won't ride up as easily.
