Specialized.

the 58 tt is too short

the 60 head tube is too long for lowering the bars

That's what they make various lengths and angles of stem for.

If the 60's HT is too tall but it's TT is fine you should be able to achieve your fit objectives on a 58 with a longer stem.

Some bikes just don't work for some people. Might be time to check out another brand.

A -17 degree stem will typically net you around -20 mm in height compared to a standard, -6 degree stem. I don't think the difference in headtube height between the two sizes is much more than that.

I'm in the same boat. I ride the smaller of the two frame sizes with a longer stem. Works great! BTW, make sur to get yourself a setback seatpost as well.

A setback post should never be used to get reach right. Setback post should only used to get your position correct for pedalling.

What size stem comes stock on the 58? A 130mm stem may work.

I was in the same boat as you but between 56 and 58. I went with the smaller frame and I have a longer stem.

Don't achieve your reach with a setback seat post like someone mentioned.

I ride a 60CM frame with a 10CM stem and it fits me perfectly.

Don't know what model you're looking at but Tarmacs have pretty tall head tubes compared to other bikes for a given size. Might want to look at some other brands.

As others have said there's probably some stem options that will get the bars where you want them, but they might be on the ugly side.
