This is actual solution for the question posed by the OP. I'll wear it under my bib shorts when the temp is to stay below, say, 35 F.

I think a lot of it has to do with riding intensity as well as with duration of the rides.
I can imagine getting cold when riding semi-slow for 4 hours whereas riding hard for an hour won't be as much of a problem.

I have mastered the art of riding with no hands. I will gently blow on my hands and carefully cup myself with the warmed hands and ride as normal. It is not very aero but is indeed very warm. It does have limits when Mt biking and climbing.

Another option is to move to Austin. 63F on my commute today.
Back when I would ride down to 5F in Denver and Boulder, I would drop a baggie or part of a newspaper page between my bibs and tights.

Are you riding upright? I've always thought that that area of contact point always be a little more protected from the environments given a normal riding position.
Also, If you have a warm core (Chest and Head), you can get away with less on the other parts. My understanding of the body is that its primary focus is preserving "vital organs", when facing cold exposure and it will make sure blood flow is active to those areas as a means of survival. If you have a good insulation on those areas, your body will sense this and then move that blood to your limbs and appendages, as it doesn't go into "Survival Mode". For those areas (core), I use a Windstopper baselayer under a thermal longsleeve jersey, and then another windstopper vest on top of that...layering with lighter breathable layers. Works for me.
