Local Wheel Builder
 
I am thinking about a new wheelset. (I am thinking about it for quite a long time, just did not pull the plug yet)
A local person who does custom bikes, fitting, mechanical services also can build wheels.

I want carbon tubular for 2-3-4 races plus 4-6 centuries a year. I want them cheap Chineese carbon rims 50-60mm, decent hubs and spokes.
Tubular - because they seem to me (in addition to all other advantages) less prone to overheat than clinchers.
Chinese - because if I am going to use them 10-12 times a year - it is not worth to buy expensive ones.
Local wheelbuilder - because if I have a problem with the build, I can always to turn to him for fixing it.
Does my logic it make sense?

What would be reasonable wheel build price?
The local person who builds, has 90 days warranty on free true wheels. Is it normal?
