MAVIC 195-NE rims - anyone know anything about them?

Specifically marked: MAVIC 195-NE Black Electro 622x13

I'm finding precious little online about these rims. Wondering if the 195-NE designation might be some sort of oddball OEM designation, and they typically go under some other name, or if they're just obscure. Anyone know anything more about these rims and their history / quality?
