Is this a good bike
 

I'm not very familiar with pre-2005 road bikes. I saw this Specialized Sirrus on craiglist and it caught my eye. My friend is getting into road cycling and I was wondering if it would be a good deal to snatch it to 140. Is it also cost affective if he wants to upgrade to integrated shifters/brakes (like shimano claris) in the future or should I search for a newer bike? 1992 Specialized Sirrus Road Bike (21 Speed)

Sure, if the fit is right that would be a nice entry into cycling. One could likely add Claris or Tourney for not too much. But you might want to shop for a bike with STI's from the outset.
