It may appear so at first because the short hairs are stiff until they grow out.
But the hair is growing below the skin, so you are just doing the same thing as a haircut, not affecting growth inside the follicle.

I still have bald spots on my knees and the side of my shins where road rash did a number on me. If the pavement has surgically removed the follicles, then it might not come back!
