If the consensus is that the tape was put there by the manufacturer and is normally there, no biggie, lay down some rim tape, mount up some tires and ride. Life's too short to spend it doing anything else.

Yes, it is normally there. I think electrical tape is better anyway.

I don't understand this talk of "seconds" or "factory rejects." I've never seen any mechanical parts for sale like that. I've seen scratch and shop wear sales but I think that's different. If it exists, I wouldn't mind having a source for consumables that were functionally fine but cosmetically challenged. Care to share?

^ they've dropped a lot of weight in that time. But they've never really been aero, and wider rims are the new rage.

Me too Thing is, IF these were 2nds/rejects/scratch & dents, they should be advertised as such. The idea is that you pay LESS for items with cosmetic flaws. When you're sold such items under the impression that they 1st-quality....and pay 1st-quality price...you expect 1st quality.

Oh, I guess there was a tiny bit of 'IF' in your first response Stucky...but not much. I've owned several pairs of Mavics - that's what they look like. If I didn't have personal experience, I'd be slow to say something is 'clearly' __________.

Show some pics of the entire wheel and hubs also to make sure these are in fact Mavic Elite S also.
I have never seen rims were it looked that ruff myself, but who knows.

It would be nice if the photographs were in focus, too.

From what I saw, they looked fine. Put some rim tape, tubes and tires and go ride.

Alright! new on here, just brought some in the UK myself similar situation that I posted some pics on bike radar :

Some folks say it's not right, but I rang another shop that checked there display model and said it has the same taped section, also mavic said that it is right as it's there to cover the weld point and holes because there is no rim tape, so I'm not sure what to think, wonder if there are any owners of these extract wheels who might be able to shed some light on it.

They don't need rim tape. I owned an older set with the same little piece of tape, no rim tape was used and I neve had any problems. They are not aero or wide like today's standards but not a bad wheelset. Not a super deal either but you did agree to pay what you did at time of purchase. Ride email and enjoy your new wheels.
