It all depends on the condition. Chainrings and cassettes are very expensive, so if they are worn to the point of needing replacement, the price for you won't stop at $700. If all is in very good condition then $700 seems to be a good price. The shifter rebuild might indicate a lot of wear on the other components. Is the crankset the right length? And is the cassette relevant for your use?

That Ebay group is what you want with used components. Used for 6 months, not worn out. Shifter rebuild may mean the rest of the components are well used.
Guess it depends on how much more use you plan to dish out.
