OP, I can help you feel a bit better.
Virtually all riders, from the age of 13 on have the same power and speed. The difference is the bike. All the guys you see that are riding much faster than you are on electric bikes. They have supplemental power which isn't the same as supernatural power. Some of these bikes are quite discreet. You can't see the battery or the supplemental motor built into the bottom bracket. A dirty untold secret is, the BB's of modern carbon bikes aren't ball shaped to increase stiffness...or rather its a by-product, but they are made more bulbous to house an electric motor. Likely the skinny guy is no stronger than you and perhaps weaker but has supplemental electrical power. Only thing you can do is buy a Specialized Turbo and remove the governor.
Same applies to the guys that are riding in the TdF. They are all on e-bikes and the great race has now turned into more of a pageant or ceremony and the win is now generally rewarded to the team with the best looking jerseys for TV.

Seriously, this guy almost certainly races and is good. If you want to stay with him you are going to have to do the same. Go to your LBS and ask about the local racing clubs. Show up. Ride with them. And seek out an older rider who looks to have good racing experience and ask him to help you. Look at this as a long term project. If you start now, you may be able to hold that kid's speed for a mile or two in August. Do it for several years and you will get to see your body perform on a bike like you never dreamed it could. (I rode my first club race spring of '76. The next August I rode a Cat 1,2,3 race that average 27.2 for 105 miles and about 5000' of hills, finishing 2 minutes off the 2 man break in the 28 man lead group which was 10 minutes ahead of the peloton. And I am a skinny, not so coordinated guy who sat on the bench in every sport he ever played.)

That skinny rider sounds like the Peter Mooney of my racing days, 6'3 maybe and perhaps 165 pounds. Fastest time trialer in the Northeast Bicycle Club (NEBC) when I was racing. He went on to make a few nice bike frames.

It is said that if you want to ride 27.5 mph, then you have to ride 27.5 mph. It is a long term project. Many people find a performance peak after about 7 years of hard consistent training. I ride tandem with my wife. Our team age is 134. We are untalented, but have been riding. Last summer we drafted a national champion AG tandem at 28-30 mph for about 15 miles. That was some of the hardest and most fun riding we've ever done. It's worth all the work.

The fellow you saw out motopacing might be doing it for money, which would explain him holding speeds like that on an ordinary ride.

1) There is always someone faster.
2) Normal people skinny is bike racer fat.
3) Don't draft people without their permission, or acknowledgment at a minimum.
4) To ride faster you must ride faster. One way is to ride with riders who are faster with you, like on the local race ride. Another is to do interval training. See the Race forum workout sticky for ideas. They are geared to power meters, but you can do them with a HRM or even just a stopwatch and perceived effort.
5) It will never get easier, you'll just go faster.

According to bikecalculator.com, to go 27.5mph, for a 130 pound rider, on the drops, you need approximately 390 watts on flat road at sea level, obviously there's some room for error, but that's approximately 6.5watts/kg. That's massive amounts of power for a rider of that weight. I know that weight isn't a big factor on flat road, but if he is able to sustain that speed for long periods of time then that's pretty impressive especially for a small dude.

5'10" and 180 is not even close to thin. i'm 5'11" 155 and i'm a lard ass compared to real cyclists.

Training?
Forget that: Putting in the seat time in a structured program to improve endurance, power and speed while losing weight to improve power/weight ratio is too time consuming and inconvenient when you can employ Technology instead.

Since the fastest cyclists who are 5'10" and weigh 180lbs are track racers you need a Track Bike.
Simply purchase the most exotic looking track machine with an Italian-ish name, fit 52X13 pista gearing and pedal at 90PRM: Voilà 28MPH!

He's probably 20-30 pounds heavier than that. "120 pounds" is filtered through OP's estimation, who seems to have a somewhat skewed perception of cyclist weights, or possibly OP's hyperbole.
