I was Googling DIY crown race setter and found this. Very pleased to find that a PVC pipe does work - and I think setting a crown race and saving money on tools is still relevant in 2009 :)

I tried my local blacksmith and the local builders yard and neither of them had a metal pipe that would fit my 1 1/8 steerer. So I bought 3 metres of PVC plumbing pipe for £4 (about $6) and...

This bike is for winter commuting in England and the occasional off-road jaunt so expensive solutions like the ENO hub wouldn't be right for this one. The rear mech as tensioner has been the best...
