Is the chain on the middle or big chainring when you are shifting into the 11 tooth cog? If you're in the granny gear the chainline may be too far off for the chain to engage the cog.

I thought of that but the housing doesnt go all the way thru the frame. It has "stops" where it enters the frame and where it exits the frame. I like the fishing line idea (see above)

I have a Surly CrossCheck that "pings" when I hit a bump. I found it was the front derrailer cable being slack enough to slap the frame on every bump. I pulled the lever back and it was gone.

I dont know about Tiagra but I have the Sugino XD600 on my Atlantis, I love it, I took the 26t chainring off and replaced it with a 24t for touring. I can climb just about anything now!! lol
