Your time isn't worth injuring someone. Always defer to the smaller guy. I normally yell "Bike" loudly and clearly. If nothing happens, I'll slow down to their speed behind them...

No big deal. It probably won't make a huge deal in feel, but it won't hurt you. On one bike, I have 38mm front and 32mm rear. On another, I have 28mm front and 32mm rear.
