from personal experience, same tires, same wheels, 110 v 90... 90 feels faster, maybe so maybe not..

they are definately heavier... and it's not the weight of the tire that does it i don't think, but the extra volume of air.. but they roll faster on rough roads, and are more comfortable on all...

Reflective tape is way nicer... i think it would be great if super reflective paint was used stylishly on parts of the frame, no matter how good tape looks it still looks like an afterthought.

one perspective that's been left out of this is simply the enjoyment of riding a really light bike : ) it's fun to be on a bike that always feels ready to accelerate and responds to every input...
