CR18 Rims and Tyre Compatability

From what I have read on the Forum, my understanding is that my CR 18 rims 559x22mm will take a 26x1.5 tyre like the Schwalbe Marathon 26"

Is this correct?

I have mostly ridden as a roadie, so not that familiar with MTB. Recently got this bike from original owner's relative. Relative had no history on bike except that components changed over the years....

How tight is right?

Just recently got this older MTB. This is the nut on the left chainstay side, on the right side is what appears to be a 8mm hex. It seems to loosen with riding; how tight should it be?
