Yeah it has always felt like actual frame flex to me. The cranks are pretty beefy and I couldn't imagine they would flex but I think the frame is kinda thin (maybe) since it was dented from a lock up...

No I've changed out everything except the cranks and chain ring. It feels like it flexes during climbs mostly. It handles good, just has that flex. Or mine does at least.
