The front fork on the Roddy appears to be a Raleigh.

Hard to tell from the pics, but the frame lugs look like those on my Raleigh Sport.

No, teflon tape replaces grease to prevent water penetration. It allows metal to metal contact for anti-loosening friction and gets squeezed into gaps to make a watertight seal.
