Concur with others. Just start from the top and at the bottom stuff into the handlebar and jam in a Velox plug. If you are really serious about Benotto tape, it should be wrapped twice... two layers...

Well, at least the steerer tube is Reynolds for sure. It is stamped "REYNOLDS 531 BUTTED'. And since the # numbers match, I think I can safely assume the whole frame is 531 DB
