Problem is there isn't that much fat around them...they are just huge... I've had them leaned out a little before but all I get is more definition and no size reduction

Well road frames arent as wide as mountain frames so you will have to pull the frame open and potentially damage the frame bending it open

Yeah... I spoke with a wheel builder and he suggested I go with 28h in front and 32 hole for the rear, both laced to like a Ultegra or DT Swiss hub, and that will still yield me a good stiff wheel...
