does the cup have anything do with how the axle spins or is it just there to cover the hub/cone assembly?

i dont really care about fixing the cup if i can get the axle to spin right. just thought...

so the crank axle is spinning loosely. without opening it, i am not sure if the bearing is broken inside or the plate is a problem. does the messed up plate have anything to do with the crank axle...

having a hard time remove the plate for the bottom bracket. i suspect that the threading is screwed up. is this fixable? i found threadless bottom brackets and wondering if it would work...

Trying to replace a stolen seat, its an old old LL Bean acadia steel bike. Any idea what size tube this is? Also what length should I get? 27.2 seat post does not fit as it is too big.
