Even if it's threaded, the steerer tube needs to be longer than 140 mm, as there has to be some sticking out the top of the steerer tube for the thready turny parts to screw onto.

I don't know a lot about that rim, but there's no way that wheelset should go for $170. This looks to be a similar wheelset, and it goes for $110 new. So yeah, it's probably not a very good deal....
