Would you buy a new bike from a shop with a paint chip?

I went to pick up the bike I ordered this evening, and on the top tube in a very visible location I first saw what seemed to be a paint smear as if it was touched while still wet which was underneath...

I was just reading the recall notice for the 2006 and it says "Replace both the Cog and the lock-ring with the new shimano dura-ace cog and lock-ring".
