i have an old bike where the previous owner...

i have an old bike where the previous owner installed a cantilever hanger meant for a quill stem, onto the seatpost. To stop it from sliding, he screwed it on.

Inserting a road handlebar into a single bolt mtb quill stem

Is it impossible to use a 26.0m road handlebar with a 25.4m clamp single bolt stem? btw.. the clamp bolt screws into the stem body, so i cannot use the 'tighten against the penny' method. I cannot...
