OK finally got it figured out, the cable was too tight. Getting the right tension was tricky but I was able to make small adjustments until everything worked.

As far as my problem goes it shouldn't make a difference on the front derailleur unless the chain ring spacing changed. I think your cable tension idea has the most promise.
