I'm 5'7" and just had to cut back from a size 52cm cannondale (53.5 TT) to a 50cm (52.5 TT). My inseam is 33 inches, and that's probably the reason I needed the change.

Be aware that the 07 and 08 Six13 frames don't have the same geometry. I have no idea what the differences in geometry mean, but I'm assuming the 07 version is racier because it has a headtube length...

Your brakes, chain, and gearing can be fixed pretty easily and cheaply. Far less than the price of any new bike.

Read up a bit on the park tools website and fix them yourself.
