Well I gave the bike a shake and tiny flakes of rust fell out of the chainstay hole, does this mean the bike is knackered or can I do something about it?

Does anyone have any experience with those neoprene headset protectors, now winters coming I'll be sticking my raceblades back on my bike and I would like some protection for my headset bearings.
