I'm trying to overhaul the front wheel hub of a 60s Schwinn Racer (S6 wheel), and I'm ready to adjust the cones, but no locknuts!

Am I just supposed to adjust cones then mount it in the fork and...

what should I use? leftover carpet padding? that fuzzy stuff (not fiberglass) with which they wrap water heater tanks? How thick?
