That is corrtect but not the whole story. What they are refering to is the rear rotor and under hard braking there is less weight on the rear tire therefore the rear brake is as effective.

I have a Rockshox Dart 3. I dont ride downhill but I am a 280lb rider and the stock brakes dont stop to good. In most brake systems a larger rotor will help that issue.
