Probably a shill bid, and they got stuck with it, so relisted to try again. You should have bid again, but lower your maximum bid, so that if you win, the seller will be pissed they didn't let you...

Correct. Some people look at a low bid with plenty of time left and somehow think the final price might be somewhere near that. Only the last 5 minutes are relevant.
