At the very least you can lace it up with nothing more than a 4 dollar spoke wrench....if you aren't comfortable truing it your LBS can do that part for you.

I've found that the Kool Stop "Supra 2" pads fit...

I've found that the Kool Stop "Supra 2" pads fit both Mafac Racer and Weinmann Centerpull Calipers well....I've got no doubt they'd work on most Sidepulls too.
