This is what a Lawyer is paid for.... I just want to ride my bike, not analyze if everyone has auto insurance and what their policy might cover despite wreckless driving.

Palomar is an open public road, no waivers needed to ride it so it should not fall under the "racing, hill climb, stunting rule" should an accident occur. How people use the road is up the laws...
