No, those are all steel. Nice and stiff even in those long sizes.

I have: these steel stems, top to bottom 13.5, 14 (yes, really), 10.5 and 13. All made by Nitto, top 3 for Ritchey. All for 1'' steerers, 26mm bars. The decals do come off with solvent....
