Ok, you have 7 speed shifters, right? This will only work in friction mode, you know this as well, right? 28t is the max cog size, 12 is the minimum.

Capacity and number of cogs don't matter. Capacity and the size of the large cog do matter. What kind of shifters do you have? Are they friction or indexed?
