You can always drop your seat a little if you find that you prefer to ride with your heels lower. There is no more a magic seat height than there is a magic foot angle.

I wouldn't get obsessed with your foot angle. Focus on pedaling so that all the force you put out goes into the crank path, ie the circle the pedal does around the BB axis. Do this pedaling slowly...
