Being inattentive and unaware of their surroundings endangers the cyclist. If these folks can't obey the rules of the path then they should get a babysitter. Pedestrian get priority on the sidewalks....

Same in the states that I've lived in. I bought mine (along with a few other accessories) before I bought my bike. Useless for cars in traffic, but a definite must anywhere there are pedestrians.

No matter how you put it, people will always stop to interpret your language. Use a warning sound/bell. That's what its for. Then they instantly know where you are, and what that means.

And speed limits differ to. But horns, lights, signal and the like are pretty much standard across the union. And guess what, even if you find a state where its not mandated, its still a good idea....
