That program gave insurance to those that didn't have it before, and took away insurance from those that had it previously due to drastic price increases that hurt those that are just above subsidy...

That's one reason why I think any bus-train will need its own roadway. Might as well just have high speed rail, since high speed rail would have its own railway.
