They're top-tube protectors. Because track bikes have no cables, it's easier for the bars to spin around and dent or ding the top tube, so the protector goes right where the bar would norally hit.

It was supposed to be set up as more of a points race/Madison bike, but I never raced it and I'll have a new bike next year when I do get to ride more.
