YES,
My partner's un-tallness made it difficult to fit in the front.
The bike balanced in an uncomfortable way with my mass in the navigator saddle.
View was fine for me.

We had a tandem....
for a while,
i am tall,
navigator (sometimes also referred to as stoker) is untall.
Navigator did not like the view,
side by side on single bikes is better for us.
