That could possibly be the deciding factor. Lack of doping controls would at least be one of their excuses. I don't know what their fees would amount to.
Obviously they don't like being left out.

That is probably because unsanctioned events have no doping controls and history has proven that if there aren't controls, or if the controls are inadequate, then everybody is likely to juice up....
