I doubt the stick-ons will stick very long in that location. Check the small parts rack at a hardware store, they usually have small clips. Then you just need to find screws that will fit.

I would think any simple plastic clip could substitute. It only holds the cable in place below the BB shell. It does not hold the housing from slipping fore or aft.

Have you considered trying 32mm tires on your narrow rims?

I've got a 80mm 1A that's not very pretty. Scrapes and scratches, but no cracks or failures showing.
Let me know if you want to see pictures. I don't think it's worth much.

On a 95 Singletrack 930, the front derailleur was Shimano STX FD-MC32. This was 31.8 clamp on with Top Pull, but no housing stop.
You could use a clamp on housing stop with one of those.
