Depends on the year. My 1993 used a 1 1/8" threaded headset. Go a few years back and it's 1" threadless. A few years forward and it's 1 1/8" threadless.

Unfortunately the front dropouts are bent. Probably fixable but it will take some muscle.

Pretty much all Huret models were used on Herse bikes throughout the years. He even put Allvits on a lot of his bikes, usually the long cage touring version though.
