25.4mm Bullhorns?

So far have only seen 1 set of bullhorns online (eBay) with a 25.4mm clamp size, and they're only around $25.
Company is "crow cycle co"

Is this not a recommended size for bullhorns?

I think BD puts the wrong specs on the Kilo stem, which is listed at 26mm. I bought Origin8 25.4mm risers and the stock Kilo stem seems too small for the handlebars.
