I think so. These are new Foundation 45's. The outer nut is designed to allow air to escape if the pressure is building up in the rim cavity, which is outside of the taped area.

I'm hoping this is what is the problem. I can't wait for the new stem and tape to arrive, so I can set up the front wheel again. If it goes well, I may do the rear wheel too.
