1972 schwwin varsity back brake problem

Iím completely stuck my back brakes are not clamping together but one side is being pulled to the wheel and then not springing back to its original position. anyone know whatís going on with it...

how well would a 1972 schwinn varstiy be on tour? the tour that im thinking about is a VERY long tour of 10,000 miles plus with about 100 pounds of gear on the bike it self plus my self (200 pounds)...
