Fear of crime isn't such a big issue around here. But being fat and lazy is a huge factor. Plus gas is less expensive in the U.S.

In my area, businesses and towns are just not bike commute/errands...

You're doing just fine. Unless you want to be a racer, don't worry about your speed. I average about 15 mph, which is fine with me. If I was in a hurry, I wouldn't be on a bike :)

I had a similar problem with Wellgo 713's that came on my bike. I replaced them with Shimano 520's and haven't had a lick of trouble since. The Wellgo's did not seem well made, IMO.
