fixed it, just had to keep messing around with different washer combos. its not perfectly center but it stops the bike and doesn't rub anymore. thanks everyone

nope just a plain allen key, i have one washer on it and its the grooved one between the brake and the bridge. every turn it seems like its just digging into the bridge instead of clamping it.
